The Caribbean Regional Development Program includes the following countries: Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Jamaica, Saint Lucia, St. Kitts and Nevis, St. Vincent and the Grenadines, Suriname, and Trinidad and Tobago.

The Eastern Caribbean Regional Infrastructure Implementation Facility will also form one component of FCDO’s planned Caribbean Resilient Infrastructure Platform - a new regional support programme aimed at tackling the systemic challenges that occur across the project cycle to improve the speed and scale at which climate resilient infrastructure can be delivered.

Eligible countries are member countries of CDB. Consultants are advised to review the detailed eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January, 2021), as published on CDB’s website.
In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments.

9.0 EVALUATION CRITERIA

Proposals will be evaluated based on the following criteria:
1. Demonstrated experience and qualifications of the consultant.
2. Clarity and feasibility of the proposed methodology.
3. Appropriateness of the proposed timeline and budget.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.
