The OECS/Export Development Unit with funding support from the 9th EDF Caribbean Trade & Private Sector Development Programme announce a series of National Training Programmes beginning July 19th 2010. The overall objective of the workshops is to equip OECS/EDU Client Companies and Business Support Organization personnel with the Business Management Tool in Costing and Pricing, Marketing, Records Management and Human Resource Management skills to successfully manage their business for the competitive export market. The workshop will target Senior and Supervisory level personnel from EDU Client Companies and Business Support Organizations (BSO’s) in the Manufacturing and Services sectors. Participants may attend the entire workshop or companies may assign different individuals to the modules.

PRELIMINARY PROVISIONS


ARTICLE 1. DEFINITIONS


1.1. The headings and titles in these General Conditions shall not be taken as part thereof or be taken
into consideration in the interpretation of the Contract.


1.2. Where the context so permits words importing the singular shall be deemed to include the plural
and vice versa and words importing the masculine shall be deemed to include the feminine and
vice versa.


1.3. The word “country” shall be deemed to include State or Territory.

Introduction


This Practical Guide is the first sole working tool, which explains the contracting procedures applying to all EU external aid contracts financed from the general budget (Budget) and the 10th European Development Fund (EDF).


Please note that as from the entry into force of the 10th EDF, participation in procedures for
awarding of procurement contracts or grants financed by the 9th and the 10th EDF shall be open to
all natural and legal persons from the 27 Member States.


As from the adoption of the revision of the Annex IV of the Cotonou Agreement, procurement
contracts and grants financed under 10th EDF shall be awarded and implemented in accordance
with the EU rules and, except in the cases foreseen by the same rules, in accordance with the
procedures and standard documents laid down and published by the Commission for the
implementation of cooperation operations with third countries, in force at the time of the launch of
the procedure in question.
